California Signs Two New E-Bike Safety Laws: What It Means for Riders and Brands Like VTUVIA

As e-bike popularity continues to surge, especially in states like California, lawmakers are racing to ensure rider safety keeps pace. On July 22, California Governor Gavin Newsom signed two important bills—AB 544 and AB 545—into law. These new regulations focus on visibility and digital speed control, directly addressing growing concerns about nighttime riding safety and illegal e-bike speed modifications.

At VTUVIA, we fully support these measures and continue to design our bikes with both performance and compliance in mind.

What Are the New Rules?

1. AB 544: Rear Reflector or Flashing Red Light Required at Night

All e-bikes in California must be equipped with a red reflector or flashing red rear light when riding in the dark. The light or reflector must be visible from at least 500 feet (152 meters) when illuminated by vehicle headlights.

VTUVIA bikes are built with integrated taillights and reflectors that already meet or exceed these visibility requirements. We believe rider safety starts with being seen—day or night.

2. AB 545: No More App-Based Speed Unlocking

While some third-party apps or firmware tweaks allow users to bypass the legal speed limits of e-bikes, California’s new law makes this practice illegal.

This reinforces existing e-bike classifications:

  • Class 1 eBikes: Pedal-assist only — no throttle. Max speed of 20 mph (32 km/h).
  • Class 2 eBikes: Pedal-assist and throttle, with a max speed of 20 mph (32 km/h).
  • Class 3 eBikes: Pedal-assist only — no throttle. Max speed of 28 mph (45 km/h). Often not allowed on bike paths unless explicitly permitted.

AB 545 bans the use of smartphone apps or digital tools to unlock or exceed those limits.

Why This Matters

While tech advancements have made e-bikes faster and more capable than ever, public safety must evolve alongside performance. These new laws underscore a shared responsibility among manufacturers, riders, and regulators to build trust and safe infrastructure for the future of micromobility.

Interestingly, studies show that while e-bike accidents have risen, 90% of fatal cycling incidents in California involve motor vehicles, not bicycles themselves. Safer infrastructure and better motorist behavior remain just as critical as e-bike regulation.
